The Union Parliament has approved a loan of 4.5 billion Thai baht from the Neighboring Countries Economic Development Cooperation Agency – NEDA for the development of the Dawei Special Economic Zone.

The proposal from the President to borrow 4.5 billion Thai baht from the Neighboring Countries Economic Development Cooperation Agency – NEDA for the development of the Dawei Special Economic Zone to be carried out by the Ministry of Construction was approved on the 19th day of the Seventh Regular Session of the Second Union Parliament held in Nay Pyi Taw on March 26.

“To begin the implementation of the Dawei Special Economic Zone project, the Myanmar Port Authority and the Italian Thai Company signed a memorandum of understanding in Nay Pyi Taw on June 12, 2008 for the implementation of the Dawei Deep Sea Port Project, Industrial Zone Project, and the road connecting to Bangkok. The Italian Thai Company is currently lagging behind in implementing the projects that were originally scheduled to be implemented in mid-2012. Due to the large size of the project and the high amount of investment required, the previous government signed a memorandum of understanding on July 23, 2012, between the foreign ministers of Myanmar and Thailand for the comprehensive development of the Dawei Special Economic Zone and related projects. According to the memorandum of understanding, the Italian Thai Company was allowed to operate in all the original areas specified in the contract signed between the Myanmar Port Authority and the Italian Thai Company.

The framework of the Framework Work Agreement between the Myanmar Government and the Thai Government Representative Committee The agreement was signed. According to the signings, the Dawei Special Economic Zone will be divided into two areas: an initial project area of ​​27 square kilometers and a main project area of ​​197 square kilometers, said Dr. Tun Naing, Chairman of the Dawei Special Economic Zone Management Committee.

Japanese companies were also invited to carry out the 27 square kilometer project, and an Italian Thai company also participated in the offer. The Japanese companies’ representative, the Ministry of Economy, Trade and Industry of Japan, sent only a letter of offer expressing their views, and only the Italian Thai company sent a detailed proposal and offer letter, so the agreement was negotiated with that company only, said Dr. Tun Naing.

In addition, a Memorandum of Understanding on Trilateral Cooperation between Myanmar, Thailand and Japan was signed in Tokyo on July 4, 2015, with the intention of Japan’s participation in the implementation of the Dawei Special Economic Zone project. The signed cooperation agreement is related to the 197 square kilometer main project.

 

 

The issue of obtaining a loan of 4.5 billion Thai baht from the Neighboring Countries Economic Development cooperation Agency – NEDA for the development of the Dawei Special Economic Zone, which was sent by the President to the Ministry of Construction, was discussed by the parliamentarians on March 22. On March 26, the chairman of the Dawei Special Economic Zone Management Committee, the chairman of the Ministry of Construction and the chairman of the Central Working Group on Myanmar Special Economic Zone, explained the matter and the parliament approved the decision.

The Dawei Special Economic Zone Management Committee was formed on October 12, 2016.
