The third session of the Pyithu Hluttaw began on March 16, five years after the 2021 political transition.

The first regular session of the third Pyithu Hluttaw was held on March 16, the first regular session of the third National Hluttaw on March 18, and the first regular session of the Pyithu Hluttaw, as well as the regional and state Hluttaw sessions, were held on March 20.

 

The first regular session of the third Pyithu Hluttaw, dominated by Union Solidarity and Development Party (USDP) lawmakers, saw the election of two former generals, U Khin Yi and U Maung Maung Ohn, as the Speaker and Deputy Speaker of the Pyithu Hluttaw.

Pyithu Hluttaw Speaker U Khin Yi served as the Union Minister of Immigration and Population (LMA) under the Thein Sein government from 2011 to 2015, and as the Union Minister of Immigration and Population (LMA) after the 2021 political transition. He was relieved of his ministerial post in 2022, but has been the chairman of the Union Solidarity and Development Party since then. In addition, U Khin Yi had served as the police chief during the military government in early 2010.

 

Like U Khin Yi, U Maung Maung Ohn, who became the deputy speaker of the Pyithu Hluttaw, also served as the Chief Minister of Rakhine State during the Thein Sein government and as the Union Minister for Hotels and Tourism and the Union Minister for Information after 2021.

 

Similarly, U Aung Lin Dway, the Speaker of the Pyithu Hluttaw, who will play a key role in electing the president and vice presidents for the new government, was appointed as the Secretary to the State Executive Council after the political change in 2021. When the Union Government and the State Security and Peace Commission were formed after the dissolution of the National Security Council on July 31, 2025, U Aung Lin Dway was assigned as the Chief Executive of the Office of the National Defense and Security Council, which was first established.

 

Jeng Phang Naw Taung, a Kachin State MP from the Union Solidarity and Development Party’s Constituency No. 2, was also appointed as the Union Minister for the Ministry of Ethnic Affairs during the National Security and Peace Commission’s term, and became the Union Minister for the Ministry of Sports and Youth Affairs and the Ministry of Hotels and Tourism when the National Security and Peace Commission was formed after the dissolution of the National Security and Peace Commission.

 

 

In the Yangon Region Hluttaw, U Htay Aung, the current Minister for Social Affairs of the Yangon Region Government, became the Speaker of the Region Hluttaw.

Similarly, U Kyaw Kyaw Soe, the Minister for Transport of the Yangon Region Government, became the Deputy Speaker of the Yangon Region Hluttaw.

In the Yangon Region Hluttaw, which has a total of 123 Hluttaw representatives, including elected Hluttaw representatives and military Hluttaw representatives sent by the Commander-in-Chief of the Defence Services, two former ministers in the Yangon Region Government during the National Security and Peace Commission became the Speakers of the Hluttaw.

 

 

 

The first regular session of the third Mandalay Region Hluttaw elected the Speaker and Deputy Speakers, and U Aung Kyaw Moe was elected as the Speaker and U Kyaw Myint as the Deputy Speaker.

U Aung Kyaw Moe, who became the Speaker, served as the Minister for Security and Border Affairs in the Mandalay Region Government in 2010, while U Kyaw Myint, who became the Deputy Speaker, served as the Minister for Electricity and Energy in the Mandalay Region Government in 2010.

The Mandalay Region Hluttaw, which has a total of 71 Hluttaw representatives, including elected Hluttaw representatives and military Hluttaw representatives sent by the Commander-in-Chief of the Defence Services, also elected two Hluttaw leaders who served as ministers in the previous 2010 government.

 


In Tanintharyi Region, the current Chief Minister U Myat Ko was elected as the Speaker and U Khin Maung Myint was elected as the Deputy Speaker.

U Myat Ko served as the Chief Minister of Tanintharyi Region under the previous U Thein Sein government and is still serving as the Chief Minister of Tanintharyi Region under the current government.

U Khin Maung Myint, the Deputy Speaker of the Tanintharyi Region Hluttaw, is currently serving as the Minister of Natural Resources in the Tanintharyi Region Government.

The Speaker of the Chin State Hluttaw is U Kaw Lian Htan, who is also the current Minister of Natural Resources in the Chin State Government.

U Sai Lone Kyaw, who was elected as the Speaker of the Shan State Hluttaw, was the Minister of Agriculture, Livestock and Irrigation in the Shan State Government during the NLD government.

In the third session of the Region and State Hluttaws, which concluded today (March 20), the positions of Speaker and Deputy Speaker were occupied by the Union Solidarity and Development Party Chairmen of the respective Regions and States and those who held ministerial positions in the current Region and State Governments.

Despite the new government and the new Hluttaw, it is seen that only those who held ministerial positions in the respective Region and State Governments under the previous government occupy the top positions in the various Hluttaws of the current Third Hluttaw.
