In addition, the first plenary session was held with the participation of heads of delegations from ASEAN Police Member States, Dialogue Partners and Observer Countries/Organizations. At the session, the Chairman of the (42nd) ASEAN Police Conference, the Chief of Police of the Myanmar Police Force, delivered an opening speech and read out a summary report on the implementation status of the (42nd) ASEAN Police Conference Joint Communique (42rd JC). After that, the Chairmanship of the ASEAN Police Conference was handed over to the Chief of Police of the Royal Thai Police Force, along with a summary report.

In addition, the Heads of Delegation from ASEAN Police Member States met to further discuss and reaffirm the points discussed at the (14th) Executive Committee Meeting, and the Heads of Delegation from ASEAN Police Member States and the Leaders of Delegation from Dialogue Partners/Organizations met to discuss capacity building of police forces in ASEAN Police Member States and cooperation in combating transnational crimes.

The leaders of the delegations of the ASEAN Police Member States and the Executive Director of the ASEAN Police Secretariat also paid a courtesy call on the Prime Minister of Thailand.

The 43rd Joint Communique (43rd JC) was signed by the leaders of the delegations of the 10 ASEAN Police Member States and the Bangkok Joint Declaration on eliminating scam centres linked to trafficking in persons for forced criminality, which will be issued as a follow-up to the 43rd JC.
