Experts warn that forcibly relocating Gazans would violate international law.

Arab leaders have backed Egypt’s plan to relocate 2.1 million Palestinians after the war. Israel and the United States have opposed the plan. The $53 billion plan has been welcomed by Hamas.

Egypt’s Gaza rehabilitation plan will be in three phases, over a period of five years. The first phase will take six weeks to clear rubble and unexploded ordnance, costing $3 billion.

The second phase, which will take two years, will include housing and utilities, including electricity and water, costing $20 billion. The third phase will include an airport, two ports and an industrial park, costing $30 billion. It will take two years. The plan also calls for the formation of a governing committee made up of Palestinian experts to temporarily manage the Gaza situation until the Palestinian Authority returns to Gaza.
